John Moolenaar (Republican, Michigan), Chairman of the US House Select Committee on the Chinese Communist Party (SCCCP), described technology security as a defining issue for the 21st century in a speech at the Krach Institute for Tech Diplomacy. He said semiconductors, artificial intelligence (AI) and quantum computing are not just economic resources but have become pillars of national security, diplomacy and global power.

According to a press release issued by the SCCCP, Moolenaar expressed disagreement with the recent decision to allow the sale of H20 chips to China. “One of the purposes of lifting this ban was to make American technology a global standard and to generate revenue for companies that can invest in next-generation technology,” he said. I agree with this intent, but this objective alone is not enough. Our main goal should be to ensure that the People’s Liberation Army (PLA) cannot use US technology to enhance its military power, especially in the field of AI.”

Moolenaar said the H20 chips are far superior to those produced domestically by China, and when, not if, they reach the PLA’s supercomputers, they will vastly enhance their ability to run advanced AI models. He also stressed that the US must become the global standard for AI software, not just hardware. He revealed that the SCCCP report of April 2025 found that China’s DeepSeek company developed its technology by illegally accessing American AI models at a very low cost and American chips, especially H20, played an important role in this.
